Pierre L’Enfant envisioned Pennsylvania Avenue, which symbolically links the White House and Capitol, as the city’s glorious ceremonial street. A relief of L’Enfant’s city plan can be seen embedded in the plaza at 13th and Pennsylvania NW. The block-long plaza, designed in 1980, is named “Freedom Plaza,” in honor of Martin Luther King, Jr., who worked on his historic “I Have a Dream” speech at the Willard Hotel, across from the plaza’s northwest corner.
