Senior Post Office Department managers such as Postmaster General Harry S. New and Second Assistant Postmaster General Warren Irving Glover wanted the U.S. to assume a larger role in the development of international mail delivery by air.
Glover’s responsibilities included oversight of the rapidly growing air mail service, and he served as the chief representative for the post office during the conference.
His wife, Anna Bell Glover, was an avid stamp collector who in 1929 became the first female member of the famed Collectors Club of New York.
