- Design for a long rectangular panel with a coat of arms at center. At center of the coat of arms is three fleurs-de-lys, set within an oval cartouche, topped by a crown and surrounded by two rooster heads and sprays of leaves. The frame features a cartouche at bottom, a border of ribbon twist around bulbs, another crowned coat of arms at top with flags, and ribbon.
