- The 15-cent International Year of the Child commemorative stamp was first placed on sale at Philadelphia, Pennsylvania, on February 15, 1979. The General Assembly of the United Nations had passed a resolution declaring 1979 as the International Year of the Child. That year also marked the 20th anniversary of the United Nations Declaration of the Rights of the Child. The secretary general of the United Nations had requested each member country to observe the anniversary.
- Paul Calle designed the stamp, which was issued in sheets of fifty.
