- Description
- Written January 24, 1899. Hawaiian Postmaster General Oat requests that the Hawaiian Consul General (stationed in New York City) have the American Bank Note Company manufacture 75 packages -- each package consisting of 250 sheets of 50 stamps -- of the 1894 1-cent yellow stamp (the Hawaiian Coat of Arms design) "excepting as to color which we want changed to GREEN." Oat affixed examples of both the Hawaiian and the U. S. 1-cent stamps. The green United States stamp was evidence of the desired color which would "conform to the new Postal Union Regulations."
