- Description
- The 25-cent US House of Representatives commemorative stamp was issued April 4, 1989, in Washington, DC, in conjunction with events commemorating the 200th anniversary of the first quorum achieved by the United States House of Representatives.
- Veteran stamp designer Howard Koslow chose to portray an 1819 marble statue and clock by Carlo Franzoni known as the Car of History. Associated for many years with the House chambers, it is now prominently displayed above the north entrance to Statuary Hall. Rising over the clock, Clio, the muse representing history, stands in the winged "Chariot of Time," recording events as they occur.
- The Bureau of Engraving and Printing printed the stamps in the offset/intaglio process.
