- Gentlement,
- Jesse Johnson, of the City of Philadelphia, has been appointed the Agent of the Post Office Department for supplying the Post Offices in the United States with postage stamps. He holds from me an authority bearing the official seal of this Department, whereby he may from day to day receive and receipt for such parcels of postage stamps as you may put up on the orders of the Third Assistant Postmaster General and deliver to him, the said agent, for transmission in the mails.
- He will address the envelopes, or furnish other addresses, along with each original order of the Third Assistant Postmaster General, for each parcel of stamps embraced in the order; and he will fill up and furnish the requisite receipt circulary for the Postmasters to sign and transmit this Department.
- When an order is filled, you will certify the fact upon it in brief, return it to the agent and take his receipt for the aggregate amount of stamps delivered upon it.
- The books, blanks and forms necessary to commence operations are sent to the agent by this mail; and if additional regulations should be found requisite to the proper conduct of the business, they will be made, or if those prescribed to yourselves and the agent should be modified or changed, it can be done if good cause shown[?].
