- Description
- The Postal Service issued its 29-cent Flags on Parade stamp May 30, 1991, in Waterloo, New York, the birthplace of Memorial Day. The Village of Waterloo held the nation's first Memorial Day observance in 1866 to honor local soldiers who died in the Civil War.
- The stamps were designed by Frank J. Waslick and Peter Cocci. The Bureau of Engraving and Printing produced the stamps with panes of 100 in the photogravure process.
