- Description
- This letter was written in anticipation of the passage of the Act of March 3, 1851, that again lowered postage rates. The contractor has engraved and encloses proofs of a steel die for a new 3-cent stamp, saying, "Being already engraved, it could be prepared for immediate use, if required." The firm also recommends they be printed in blue ink.
