- The 15-cent Special Olympics commemorative stamp was first placed on sale at Brockport, New York, on August 9, 1979. The 5th Special Olympics were held in Brockport from August 8 until August 13, 1979.
- The stamp was designed by Jeff Cornell and was issued in sheets of fifty.
