- "For Victory -- Buy U.S. Bonds And Stamps"
- This is an unusual cachet with a centered illustration of crossed American flags. It was the product of Wesley Smith of Kirksville, Missouri. The label placed just above promotes the work of the USO (United Service Organization).
- In 1941 President Franklin D. Roosevelt requested that private organizations provide on-leave recreation for U.S. armed forces. Six civilian agencies coordinated their efforts and resources to form a new non-profit organization -- the USO (United Service Organizations) -- that would be entirely supported by private citizens and corporations. The founding agencies were the Salvation Army, Young Men’s Christian Association (YMCA), Young Women’s Christian Association (YWCA), National Catholic Community Services, National Travelers Aid Association and the National Jewish Welfare Board.
- Throughout World War II, the USO was established in more than 3,000 communities. Between 1940 and 1944 as U.S. troops grew from 50,000 to 12 million, a variety of new services were added. At its high point in 1944, the USO had more than 3,000 clubs. USOs provided a place to dance and meet people; to see movies or find religious counsel; to talk or write letters; and to go for free coffee and doughnuts.
- From 1941 to 1947, USO Camp Shows presented 428,521 performances at outposts all over the world. More than 7,000 entertainers traveled overseas. By war’s end, more than 1.5 million had volunteered in support of the USO.
- A three-cent United States Scott 807 is canceled by the boxed slogan: Buy Defense Savings Bonds and Stamps. The cover is postmarked Chicago, Illinois, October 16, 1942.
