- Signed by Postmaster General Montgomery Blair, the notification for the presidential appointment of Joseph P. Fessenden as deputy postmaster at Lewiston, Androscoggin County, Maine was dated July 24, 1861. The appointment was effective for a four year term from July 20th, 1861, but the qualifications for a bond and oath of office had to be received prior to certification. Fessenden served as postmaster from 1861 to 1870.
