- "U.S. POST OFFICE DEPT." on handle. This wire and strip-seal cutter and multi-purpose too was used for security measures for mail transportation. Serial-numbered metal strip-seals were used on rail cars and trucks to indicate that a door had not been opened en route. Also, some lead seals were pressed onto wire, so that this cutter would be used to snip the wire. Placards on rail cars were tacked on before metal frames were added to cars. One portion of this tool is used as a hammer-head for tacks. The claw at the other end of one of the handles is to pull tacks.
