- Ohio unused error General Election Absentee Ballot Instruction Sheet. Franklin County, Ohio, election officials mistakenly sent the wrong ballots to 50,000 voters at the beginning of mail-in voting period in the 2020 election. The incorrect ballots were for a precinct other than that in which the recipient was registered.
