Richard Winter, a retired Navy Captain, is a writer, researcher, speaker, collector and exhibitor of maritime postal historian with a special interest in transatlantic steamship mail.
He authored of two of the four basic reference books about transatlantic mail: “Understanding Transatlantic Mail” and “North Atlantic Mail Sailings 1840-75.” His philatelic studies have now branched into the postal history of North Carolina. His projects include documenting postal history items in the North Carolina State Archives as well as preparing an updated postmark catalog for North Carolina to include twentieth-century markings.
He has published numerous postal history research articles while also serving as the editor of the Foreign Mail section of the Chronicle, the award-winning journal of the USPCS, a position he has held for more than fifteen years.
His work for the philatelic community has been recognized through the receipt of numerous awards, including the Distinguished Philatelist Award of the USPCS, the American Philatelic Society's John N. Luff Award for Distinguished Philatelic Research, and the CCNY Lichtenstein Award. In july 2008 he signed the Roll of Distinguished Philatelists in Stratford-upon-Avon, England. He also joined the National Postal Museum's Council of Philatelists in the fall of 2003 as a representative of the collector community.
