I came after Postal Reorganization which was the Postal Service. By then we had collective bargaining, we had work rules, we had standards, and we had overtime. Postal reorganization happened in 1970. It gave us the right to bargain under President Nixon, and after that we had some standards. What caused the Postal Strike in the 70’s were the conditions these guys were working under. Most of the people were on welfare that worked in the Post Office because the wages just were so low, they only got wages from Congress, it wasn’t from the employer, so once collective bargaining happened the working conditions changed. The salary was bargained with the employer, which was the Postal Service, because they created this semi-private organization called the Postal Service and took the Post Office out from underneath the executive branch of it. Once collective bargaining came, a GS5 which was a government worker, and a PS5 which was a Postal Worker, made the same salary. We’re about $19,000 ahead of them now because we’ve had collective bargaining and they still have to get their raises through Congress.
