- This Boy Scouts Issue stamp features an image of three boys, the State of Liberty and the Boy Scout Badge and the first line of the Boy Scout Oath. The Scout Movement began in the United Kingdom, to promote physical, mental and spiritual development in young people. The Boy Scouts of America were founded in 1910. The stamp honors the Boy Scouts of America’s 2nd National Jamboree at Valley Forge, Pennsylvania.
