- This Apprenticeship Issue stamp commemorates the National Apprenticeship Program and the twenty- fifth anniversary of the National Apprenticeship Act, also known as the Fitzgerald Act. The act federally regulated apprenticeships and on-the-job training programs. The stamp features an image of a machinist handing a micrometer to an apprentice.
