- This Alliance for Progress stamp commemorates the second anniversary of the establishment of the Alliance for Progress program, which aimed to stimulate economic growth and raise living standards in Latin America. The program was initiated by President John F. Kennedy and signed at an inter-American conference at Punta del Este, Uruguay. The stamp features an image of a hand holding a torch, with a green flame.
