- This local stamp found use from July 1 to Oct 24, 1861 when Wells, Fargo and Company was under contract with the U.S. government. Stamps of this period are technically official issues authorized by Congress. Rates were cut in half about July 1 and this $1 issue was one of three issued to meet the new rates.
